The NSW Government has allocated $20 million towards the enhancement of the Pacific Highway and Oxley Highway Interchange to bolster road safety, efficiency, and traffic capacity. This initiative aims to address the growing demand for commuter services in the region, particularly during peak hours. The upgrades are part of the broader Oxley Highway Future Growth Project, which seeks to improve connectivity and facilitate economic development.
Over the past decade, enhancements to the Pacific Highway have facilitated improved access to major urban centers, leading to increased residential, commercial, and service sector growth. However, the surge in commuter traffic has strained the interchange’s operational capacity, resulting in congestion and safety concerns. To alleviate these issues, the NSW Government has fast-tracked the $20 million project to enhance traffic flow and safety at the interchange.
The project entails expanding the roundabout’s capacity and duplicating the westbound lane on the Oxley Highway between Billabong Drive and the interchange. These improvements are aligned with the requirements for the approved highway service center development southwest of the interchange. The enhancements aim to bolster road safety, enhance access and capacity for northbound traffic onto the Oxley Highway, and improve freight efficiency in the area.
Recognizing the time required for planning and executing the interchange upgrades, a short-term solution was implemented to enhance the safety of the northbound exit ramp. In November 2024, the capacity of the northbound exit ramp was increased from one to two lanes to reduce queue lengths and improve traffic flow. These changes include modifications to permissible traffic movements to ensure safety and efficiency during the interim period.
Transport for NSW has undertaken a Review of Environmental Factors (REF) for the proposed upgrade of the Pacific Highway/Oxley Highway Interchange. Community feedback on the REF was solicited until September 1, 2025, to gather input and address concerns related to the project. Information sessions were held to provide stakeholders with an opportunity to engage with the project team and seek clarifications on the proposed upgrades.
Project documentation, including notifications and reports, has been made available to the public to ensure transparency and accountability throughout the upgrade process. Media releases have highlighted the project milestones, while detailed reports and appendices provide insights into the environmental considerations and technical aspects of the interchange improvements.
